Scholarship Policy for International Graduates (Trial)


This policy has been designed to further improve the training quality of international graduates, evaluate their comprehensive quality, motivate them to thrive, and put the scholarship evaluation on a fair, reasonable, and standardized track. We have considered NMU's actual situation in this initiative.


1. Eligibility

Registered full-time international graduates who have attended NMU for one year or more.


2. Selection Criteria

(1) Follow Chinese laws and regulations, as well as the University/School rules.

(2) Respect different countries’ customs and traditions, and build solidarity and friendship among people from different countries.

(3) Respect faculty, collaborate with students, and maintain good behavior.

(4) Study hard, achieve good grades, have strong research ability and outstanding development potential.

(5) Participate in various University/School-organized activities, cultural events, sport competitions, volunteer services, academic exchanges, and demonstrate a strong sense of teamwork.


3. Students who have any of the following conditions in the academic year are not qualified for a scholarship of any kind:

(1) Extended their study period.

(2) Received a warning or a more serious punishment for violating the University's disciplines or the School’s rules.

(3) Failed one or more final exams in the academic year's compulsory subjects, or failed the study plan for the year of application.


Students who have any of the following conditions in the academic year are not qualified for academic scholarship of any kind:

(1) Failed to register at the time specified by the University.

(2) Failed to pay tuition without valid reasons

(3) Failed examinations in one or more courses

(4) Cheated in examinations or committed academic misconduct

(5) Received a circulated notice of criticism or more serious punishment by the University or School.

(6) Violated the safety regulations of the University, School, hospital, or dormitory.

(7) Caused major accidents and losses in scientific research and practice.

(8) Falsified the declaration materials.

(9) Failed the academic lecture attendance in the academic year without special reasons.


4. Scholarship Types and Qualifications


(1) Chinese Government Scholarship

(a) The Chinese Government Scholarship (Full Scholarship):

It follows the Annual Review Policy of Chinese Government Scholarship.

(b) The Chinese Government Scholarship (Outstanding Scholarship for International Students):

It follows the specific regulations of the Chinese Government Scholarship and this policy. The annual quota will be decided by the Department of International Cooperation and Exchange of the Ministry of Education.


(2) Government Scholarship for International Students in Jiangsu:

It follows the specific regulations of the Government Scholarship for International Students in Jiangsu and this policy. The annual quota and amount will be decided by the Jiangsu government.


(3) Government Scholarship for International Students in Nanjing.

It follows the specific regulations of the Government Scholarship for International Students in Nanjing and this policy. The annual quota and amount will be decided by the Nanjing government.


(4) NMU Scholarship for Excellent International Students

It follows this policy. The annual quota and amount will be decided by NMU. Scholarship for graduates in the International Public Health Program follows the University's rules and the Annual Review Policy of Chinese Government Scholarship.


(5) Recipient of Chinese Government Scholarship (Outstanding Scholarship for International Students) may also receive one of the three followings: Government Scholarship for International Students in Jiangsu, Government Scholarship for International Students in Nanjing, and NMU Scholarship for Excellent International Students. Otherwise, nobody will receive two or more scholarships at the same time.


5. Selection Rules

Considering the different levels and categories, PhD students, graduates (academic degree), and graduates (professional degree) will be assessed separately.

See below on how to calculate the comprehensive quality points:


(1) Third-year PhD students or graduates (academic degree):

(2) Second-year PhD students:

comprehensive performance (20%), theoretical examination result (20%), scientific research outcome (60%)

(3) Second-year graduates (academic degree):

comprehensive performance (20%), theoretical examination result (40%), scientific research outcome (40%)

(4) Third-year graduates (professional degree):

comprehensive performance (20%), clinical ability (60%), scientific research outcome (20%)

(5) Second-year graduates (professional degree):

comprehensive performance (20%), clinical ability (40%), theoretical examination result (20%), scientific research outcome (20%)


The comprehensive quality is composed of two parts, social and academic. The social part includes comprehensive performance, social engagement, collective activities, voluntary services, honorary titles, etc. The academic part includes theoretical examination results, rotation examination results, scientific research outcomes (papers, patents, academic conferences, projects, competition awards, book editing), etc. The percentage of each component is given according to different levels, categories, and grades. Each part is weighted so that the full points will be 100.


Part A: Social


Comprehensive performance includes political ideology, integrity, labor discipline, laboratory and clinical department performance, etc. An excellent one will be 8 to 10, good will be 6 to 7.9, average will be 4 to 5.9, and poor will be 2 to 3.9.

All positions require a full year of service. The “excellent performer” in the assessment will get an additional point, apart from the basic point. For those who hold more than one of the above positions at the same time, only the highest point is counted. The number of excellent performers in each category will not exceed 1/3 of the total number of participants in the same category.


(2) 3 points will be given for national honors and awards; 2 points for provincial honors and awards; and 1 point for university-level honors and awards.


(3) Half a point will be given for each participation in lectures, public welfare activities (e.g. voluntary clinic), or volunteer services organized by the School of International Education or NMU. A maximum of five points can be given.


(4) Collective activities, good deeds, etc.

Collective activities: 4 points/time at the international level, 3 points/time at the national level, 2 points/time at the provincial level, 1 point/time at the city or NMU level, 0.5 point/time at the School or class level.

Good deeds: 4 points/time at the international level, 3 points/time at the national level, 2 points/time at the provincial level, 1 point/time at the city or NMU level, 0.5 point/time at the School or class level, depending on the social impact.


For the honors, awards, positions outside the School, and the activities participated in, the student needs to provide the supporting documents. The highest point of comprehensive performance is 20, and the rest of the students will get points proportionally.


Part B: Academic


(1) Theoretical examination result:

A weighted average of the results of the compulsory courses and public courses will be calculated. For subjects where only the grade is given, excellent equals 93 points, good equals 80 points, and qualified equals 67 points. (Calculate the arithmetic average of the sum of the highest and lowest scores of the grade, and then round off, i.e. 85-100 points for excellent, 75-84 points for good, and 60-74 points for qualified).


(2) Clinical ability (including the rotation examination result, and the mid-term examination result)

(a) Passing the examination of Chinese medical practitioners equals 15 points.

(b) Apply the above calculation of “theoretical examination result” to the rotation examination result and the mid-term examination result.


(3) Scientific research outcome (within the academic year, and not yet used for scholarship application)


(a) Paper:

The paper must have been officially published, the student must be the first author, co-first author, corresponding author, or co-corresponding author, and the student’s employer/university/institute, etc. must conform to NMU’s rules. A paper can be used only once in each year's scholarship application.


A SCI paper is calculated as “impact factor of the journal of the year x 10” (if not available in the current year, use the latest impact factor).

If the impact factor of the journal of the year is 10 or above, use the impact factor of the journal of the year × 10 × 1.5.

If the impact factor of the journal of the year is 5 to 9.9, use the impact factor of the journal of the year × 10 × 1.0.

If the impact factor of the journal of the year is less than 5, use the impact factor of the journal of the year × 10 × 0.8.

For a paper in foreign journals indexed by EI, 8 points will be given.

For a paper in domestic journals indexed by EI, 6 points will be given.

For a paper in national Chinese core journals, 5 points will be given.

For a paper in other Chinese core journals, 4 points will be given.

For a paper in the “key magazine of China technology”, 3 points will be given.

For a paper in other recognized journals, 2 points will be given.

A meta-analysis paper is calculated as “50% of the corresponding points.”

A review, case report, or correspondence is calculated as “25% of the corresponding point.”

A paper with co-first authors or co-corresponding authors is calculated as “corresponding points ÷ ranking of first authors or corresponding authors.”


An online paper with an official volume number will be counted as published. If the full text can be searched in PubMed and there is a doi number, it will be counted as published, too, even if the volume number is missing. However, one paper could not re-enter in a scholarship evaluation after obtaining a volume number.


(b) Participation in national and international academic conferences:

Four points for conference speech, one point for poster presentation, and no points for conference paper.


(c) Patents:

If national invention patents are approved, 15 points for the first inventor, 10 points for the second inventor, 5 points for the third inventor, and 2 points for the rest of the inventors.

If design or utility model patents are approved, 5 points for the first inventor, 3 points for the second inventor, 2 points for the third inventor, and 0.5 point for the rest of the inventors.


(d) Projects:

In national projects, 20 points for the principal investigator, 10 points for the second, 6 points for the third, 4 points for the fourth, 3 points for the fifth, and 2 points for the rest of the team.

In provincial/ministerial projects, 10 points for the principal investigator, 5 points for the second, 4 points for the third, 3 points for the fourth, 2 points for the fifth, and 1.5 points for the rest of the team.

In municipal/department projects (no points for self-funded projects), 6 points for the principal investigator, 4 points for the second, 3 points for the third, 2 points for the fourth, 1.5 points for the fifth, and 1 point for the rest of the team.


(e) Awards:

In the case of science and technology awards at or above the provincial/ministerial level, 20 points for the first contributor, 10 points for the second, 5 points for the third, 4 points for the fourth, 3 points for the fifth, 2 points for the sixth.

In the case of science and technology awards at or above the municipal/department level, 10 points for the first contributor, 5 points for the second, 3 points for the third, 2 points for the fourth, 1 point for the fifth.


Participation in international, national, ministerial, provincial, and university-level competitions:

In international, national, ministerial competitions, 5 points for first prize, 3 points for second prize, 2 points for third prize, 1 point for honorable mention.

In provincial competitions, 3 points for first prize, 2 points for second prize, 1 point for third prize, 0.5 point for honorable mention.

In university-level competitions, 2 points for first prize, 1 point for second prize, 0.4 point for third prize.


(f) For those who have edited monographs, 2 points per 10,000 words will be given.

For those who have edited translated books, 1 point per 10,000 words will be given.


The points for academic level will be calculated based on the proportion of each category, with the highest point being the highest proportion and the other points being calculated in turn based on the proportion.


6. The International Student Scholarship Evaluation Committee of the School of International Education will be established and be responsible for the scholarship evaluation.


7. Evaluation Procedure

(1) Applicants must read the scholarship evaluation rules announced by the School of International Education, complete the Application Form for the Scholarship for International Graduates honestly, provide any necessary supporting materials, and submit the application to the School. The same supporting material should not be used repeatedly.

(2) The Evaluation Committee will review the applicants' academic achievements, scientific research papers, and other materials, make a preliminary ranking of the applicants in the same category with reference to the comprehensive quality assessment method, and determine the preliminary list. The number of students on this list is 50% greater than the number of recipients.

(3) The members of the Evaluation Committee will vote by secret ballot to determine the recommended final list.

(4) The Evaluation Committee will determine the list of recommended students, and announce it in the School of International Education.

(5) If you have any objection to the evaluation result of the scholarship, you can appeal to the Evaluation Committee. The latter is expected to reply to you in time. If there is still disagreement with the reply given by the Evaluation Committee, an arbitration may be submitted.


8. If a graduate is found to have committed falsification or violated academic integrity, the relevant department will investigate. The student shall be disqualified from the evaluation of scholarship for the year if the evaluation process is in progress; the student shall have the scholarship and certificate withdrawn if the evaluation process is completed. If the case is serious, the student will be disqualified from applying for the scholarship during his/her study. If the case is horrible, the student will be given disciplinary action according to the relevant regulations, and the record will be put into the file.


9. The time requirements for publication, award and achievement of the application materials are subject to the announcement by the School of International Education.


10. Graduates who have received national scholarship should not apply for special scholarships in the same year.


11. The Evaluation Committee is responsible for interpreting and submitting the evaluation report to the higher level, and archiving the evaluation materials of the graduate scholarship.


12. When calculating the points of each component, the points will be rounded, and two digits will be kept after the decimal point.


13. The School of International Education shall be responsible for the implementation and interpretation of these rules.
